R.O.B and Lucario should definitely be higher. First of all, R.O.B has 2 awesome projectile attacks and his down and side A air button moves are considerably powerful. And Lucario is amazing if you practice with him, because as you most likely know, he gets more powerful with the more damage he has. If you know how to use him, you can hit your opponents with his aura attacks and give them tons of damage while staying out of the way of your opponent's attacks. Also, I think that you should get rid of Squirtle, Ivysaur, and Charizard because if you play as Pokemon Trainer, you have to know how to use all them.

Is it okay if I state my opinion that tiers in Brawl = null?
lmao Every single character has potential, there's no one character that overpowers all the others, or anything close in my opinion.
I mean I guess you could say metaknight is top tier because of his ridiculous speed and recovery, maybe Pit for IMO basically being a metaknight with projectiles, two shields, and two moves that reflect projectiles lmao & a lot of people say Snake is god tier, but the reality of it is that pretty much every character has at least a couple of other characters that counter them well.
Maybe I just never understood the purpose of tiers, idk
People that worship tiers make the games competitive aspects more boring anyway; for example, I haven't been to many Melee tournaments, but in every one I have attended, 90% of the people there were using Marth, Fox, or Falco. (that's barely an exaggeration) =\

I have to agree to some extent, tier lists are incredibly inaccurate and for the most part irrelevant if you are a great player. However, I do believe that some characters have way more advantages than others. The way I see it is a match is determined by two things: Player skill, and character match ups (assuming no mistakes and the levels have no affect). I'd say 90% of the time player skill trumps match ups but like I said characters have obvious disadvantages to other characters. Tier lists simply serve to spell out those (dis)advantages, I however prefer tier charts that map each character against another but it's all opinion.

I can prove that chart wrong in so many ways, like not me playing but just great players I know using so-called 'bad' characters.
My opinion? Tiers is a broken concept at the moment. The game hasn't been out long enough to make a good one (as stated earlier).
Ultimately though, it seems like a popularity contest. If you have a tournament where every participant (by some strange miracle) uses, say, Donkey Kong, then the winner will be a Donkey Kong, thus boosting his tier.
In Melee, someone said Marth, Falco, and Fox were the best and then everyone started using them. So obviously, the chances of one of them winning a tournament is high, not due to skill or character necessarily, but due to the the fact that there are more of that character in the tournament.
I'm not trying to boost myself, but I've beaten my fair share of Marths and Falcos at tournaments with Luigi, and I considered these opponents to be highly skilled. It's just that I happened to be the only Luigi player in these tournaments, therefore I would have to win in order to boost Luigi's tier compared to the 20 other Marth players.
I think it's safe to say that characters at the bottom of tiers aren't seen in tournaments often, if at all.

It's not that it's wrong, it just your soo good, the chart doesn't matter. The chart is for people of the some or close skill level.

The interesting things with a tier list is that only the top tier is easily established, when it gets down to it the bottom tiers its so hard to decide thus leads to my favorite quote.
"Note that when it gets down to like low tier and sh*t, that sh*t's like a tossup. is lucas sh*ttier than ganon? who the **** knows"
